Opt-out (STOP) rejections: Twilio 30887 and noncompliant opt-out wording
Short answer
Tell people they can reply STOP in your call to action, in your samples, in your terms and in the confirmation text. The STOP reply must name your brand and confirm they will get no more messages. Wording like “Reply NO” or “Text 2 to stop” is rejected.

Text in curly quotes is the provider's wording; the rest is our summary.
Why it happens
- No sample or disclosure says how to opt out.
- Non-standard opt-out words: “Reply NO”, “Reply N”, “Text 3 to unsubscribe”, “STOP2END”.
- The STOP reply doesn't name the brand (“Opt-out successful. You will not receive any more message from us.”).
- The STOP reply doesn't confirm that messages will stop, or it adds a promotion.
- The registration says opt-outs are processed but never describes how.
How to fix it
- Add “Reply STOP to opt out.” to the call to action, the opt-in confirmation, your SMS terms and at least one sample. Putting it at the end of every sample satisfies even the strictest reviewers.
- Use standard keywords only. Bandwidth's example:
STOP2END is not acceptable; it should be STOP 2 END
. - Make the STOP reply name your brand and say no more messages will be sent, with nothing else.
- List the opt-out keywords in the registration: STOP, END, CANCEL, UNSUBSCRIBE, QUIT, plus REVOKE and OPTOUT.
- Describe opt-out handling in the message flow or description: “Recipients can reply STOP at any time and are removed immediately.”

Which opt-out words must work
- CTIA and T-Mobile: STOP, END, CANCEL, UNSUBSCRIBE and QUIT. CTIA adds that plain-language requests (“please opt me out”) should be honored, regardless of capitalization or punctuation.
- Federal law, since April 11, 2025: 47 CFR 64.1200(a)(10) treats replies of stop, quit, end, revoke, opt out, cancel or unsubscribe as valid revocation. Opt-outs must be honored within 10 business days, and one confirmation text without marketing is allowed (sent within 5 minutes it is presumed fine).
- FCC 26-67, adopted September 30, 2026: replaces the “revoke-all” provision, which had been delayed to January 31, 2027. The order says it supersedes that date, so revoke-all as written will not take effect. An opt-out from informational texts may apply to that category only, while a STOP to a marketing text ends all marketing. Senders may designate reply-text as the exclusive opt-out method, but must still honor all seven words. It takes effect 30 days after publication in the Federal Register, which had not happened as of October 4, 2026.
- Toll-free: STOP is enforced at the network level, and START or UNSTOP re-subscribes.
Check before you resubmit. Every rejection costs days, and often another $15 vetting fee. Paste your description, message flow, samples and policy text into the free preflight check, or generate a consistent set with the campaign builder.
Frequently asked questions
Do I need opt-out language in every sample?
Twilio and HighLevel ask for it in at least one sample. Some reviewers, including Vonage and Telnyx's developer docs, want it in every sample. Ending each sample with 'Reply STOP to opt out' satisfies all of them.
Can my STOP reply include a coupon or a link?
No. CTIA allows one final confirmation with nothing else, and the FCC's rule allows a confirmation text only if it contains no marketing.
How fast must I honor an opt-out?
Federal rules allow up to 10 business days, but most SMS platforms process STOP instantly and you should never text that number again unless the person opts back in.
Is STOPALL required?
No source we checked lists it: not CTIA, T-Mobile, AT&T or the FCC rule. Some platforms honor it by default, which does no harm.
