Twilio error 30493: Terms of Service URL missing, unreachable, or lacking SMS terms

Short answer

Since September 2026, Twilio 30493 means your Terms of Service URL is missing, doesn't load, or has no SMS terms. Privacy policy problems are now a separate code, 30536. Older guides that say 30493 means “add both links” are half out of date, though some Twilio pages still say so.

How to fix it

  1. Publish a Terms of Service page with an SMS section. The policy generator writes one.
  2. Check it loads in a private window without a login, on HTTPS, on your business's domain.
  3. Put it in the Terms field and the privacy policy URL in its own field.
  4. Make sure the opt-in disclosure links the same two URLs.
  5. On toll-free, resubmit within 7 days to keep Twilio's priority review.

Why guides disagree

Twilio rewrote 30493 on September 14, 2026, as part of a batch of about 40 new and revised registration codes that went live on September 15. At the time of writing, Twilio's HTML error index still shows the old title, and the toll-free onboarding guide banner says submissions missing either link will be rejected with error 30493. The current error page and the toll-free rejection FAQ say Terms only. If a rejection is unclear, check both pages.

Check before you resubmit. Every rejection costs days, and often another $15 vetting fee. Paste your description, message flow, samples and policy text into the free preflight check, or generate a consistent set with the campaign builder.

Frequently asked questions

Does 30493 apply to 10DLC campaigns?

It was created for toll-free verification. The 10DLC equivalents are 30882 (Terms & Conditions) and the shared codes 30557-30564 for specific missing clauses.

I fixed the Terms page. Do I need to resubmit?

Yes. Edit the verification with the corrected URL and resubmit. Twilio gives rejected toll-free requests a 7-day window for priority re-review, after which you get 30437 and the normal queue.

What if my terms are fine and I still got 30493?

Check the URL in a private window, check that it isn't the same as your privacy URL, and confirm the SMS section includes 'Message and data rates may apply' and 'Carriers are not liable for delayed or undelivered messages'.
