Twilio error 30032: Toll-free number has not been verified
Short answer
Twilio returns 30032 when a toll-free number that isn't fully verified texts a US or Canadian mobile. Pending and rejected numbers are blocked too. Submit or fix the toll-free verification, wait for approval (Twilio quotes 3-5 business days), and resend.

Why it happens
- No toll-free verification was submitted.
- Verification is still pending. Pending numbers have been blocked since January 31, 2024.
- Verification was rejected and not fixed within the 7-day window.
- The number was verified for a different business or use case.
How to fix it
- In the Twilio Console, open the number's Regulatory Information tab to check its verification status and any rejection reason.
- Submit a verification with BRN, separate Privacy and Terms URLs, public opt-in proof and samples for each use case.
- If rejected, fix every listed issue and resubmit within 7 days.
- Resend only after the status shows verified.
Timeline

Toll-free verification has no registration fee at Twilio. LeadConnector says resubmission-eligible rejections stay pending for up to 7 days and then revert to restricted, which blocks sending with 30032.
Check before you resubmit. Every rejection costs days, and often another $15 vetting fee. Paste your description, message flow, samples and policy text into the free preflight check, or generate a consistent set with the campaign builder.
